Enforce Coverage was founded by Patrick J. Ryder and Patrick W. Scanlon, each of whom brings more than 20 years of experience in underwriting and commercial insurance to our independent agency.
Historically, our agency focused on providing New York companies with the workers' compensation coverage they needed. We've always worked hard to provide our clients with affordable insurance plans that protect them and their employees.
As we've grown, we've expanded our services to include New York, Connecticut, and New Jersey, although our main focus is still on NYC's five boroughs, Long Island, and Westchester and Rockland counties.

Patrick Ryder
Managing Partner
Patrick Ryder handles Enforce Coverage's daily operations regarding new business acquisition and client relations.
Mr. Ryder began his insurance career in 1998 with First Cardinal Corporation, a licensed third-party, self-insured workers' compensation group administrator. He was in direct sales for a year, and in 1998, opened their New York office.
A year later, he formed Hayes-Ryder Group. He continued as a consultant for First Cardinal, including taking on an influential role in establishing their Dallas, TX office and training underwriters and producers.
Patrick Scanlon
Managing Partner
Patrick Scanlon takes care of Enforce Coverage's day-to-day operations and back-office support. Additionally, he's the founder, CEO, and president of Scanlon Risk Management Group (SRMG).
Mr. Scanlon began his career as a workers' compensation agent in 2001 with First Cardinal Corporation, where he also served as an underwriter. After producing a profitable book of workers' compensation business, he formed SRMG. He maintains a good relationship with First Cardinal, and he works closely with them on their CPA marketing initiatives.
